*SUMMARY: * The Grundy County Health Department works to preserve, protect, and promote the health and well-being of Grundy County.
Services are offered in response to community need and in accordance with oversight agencies to clients of the lifespan – infant to older adults.
The primary role of the Substance Abuse Counselor will be to work with clients experiencing alcohol and/or substance abuse disorder, and who may also be dual diagnosed with a mental health disorder.
Under the direction of the Director of Behavioral Health, the Counselor will carry out compassionate services in accordance with IL Department of Human Services and the Division Substance Use Prevention & Recovery (Administrative Rule 2060) and Division of Mental Health (Rule 132).
The Counselor shall establish and maintain referral linkages with other agencies (i.
e.
, medical, financial, shelter, vocational, law enforcement).
In addition, the Counselor may have some level of involvement with Quality Assurance for the Behavioral Health Division and be of assistance in preventive education for the general public.
The ideal candidate will be flexible in work environments, function cooperatively with staff and the community, and have a special interest in serving residents of Grundy.
Under the supervision of the Director of Behavioral Health, the candidate will be capable of critical thinking, sound judgement and working independently, while quickly learning the balance with teamwork for the optimal treatment of each client.
*ESSENTIAL DUTIES AND RESPONSIBILITIES:* * Reports to the Community Behavioral Health Manager regarding all matters pertaining to job functioning and performance.
* Assume primary counseling responsibility for an average, active case load of 30 – 35 clients utilizing professionally appropriate evidence-based treatment modalities, e.
g.
, individual, group, crisis intervention, outreach, etc.
* Provide, at a minimum*,* direct client service hours that reflect 40% of the total workday hours.

Maintain electronic charts in a manner that is organized and, at a minimum, has an 80% compliance rate after standard department chart audit.
5.
Establish and maintain referral linkage with other agencies, professional and self-help groups to serve the client and his/her family.
Coordinate therapeutic activities with other involved service providers through participation in interagency case staffing, sharing of records, joint program planning and integration, etc.
6.
Provide court liaison responsibilities and services with treatment alternative or other referrals as needed.
7.
As assigned, perform liaison/outreach function to other county agencies such as hospitals, court system, law enforcement, DCFS, etc.
8.
Maintain accuracy, primarily through electronic means, of all client service provision contacts following accepted professional standards.
Accurately maintain other administrative records as indicated.
Provide reports, as requested, to other involved service providers or judiciary bodies.
*PHYSICAL REQUIREMENTS:* While performing the duties of this job, the employee is frequently required to sit.
The employee is occasionally required to stand; walk; use hands to finger, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and taste or smell as well as lift up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

*MINIMUM REQUIREMENTS:* Requires the ability to display a positive, cooperative, professional, and team-orientated attitude and the ability to establish and maintain working relationships with supervisor, co-workers, county, state and other officials and the general public.
Preferred candidates shall possess at minimum a bachelor’s degree in psychology, Social Work, or other closely related discipline from an accredited educational institution.
It is recommended that interested individuals possess a minimum of one year’s supervised experience in a community mental health agency.
Supervised experience in other social service agencies or other relevant work experience which fulfilled degree requirements may also be considered.
The preferred candidate will possess a master’s degree in psychology, Social Work or closely related discipline from an accredited institution.
The preferred candidate will also have experience working with treatment alternative courts or the judiciary system.
Counselor I: Candidate must either possess or be working toward and maintain current Illinois CADC.
Preferred candidate will be working toward Professional Counseling licensure (LPC).
Counselor II: Candidate must either possess or be working toward and maintain current Illinois CAADC.
Preferred candidate will be working toward Professional Counseling licensure (LPC).
A valid driver’s license and proof of insurance are required.
